A TSA recognized lock is not better than other good baggage locks. A professional thief can open any lock. However, occasional thieves are after unlocked bags or bags with locks they can open easily. If the TSA wants to open your bag, the agent will cut the lock and will usually also damage your bag. The advantage of a TSA recognized lock is that the TSA can open it with a master key without cutting the lock and damaging your bag. If you are planning to buy a lock anyway, it seems wise to buy a TSA recognized baggage lock.
