On October 7, 2009, the US General Accountability Office (GAO) expressed concern over TSA's lack of complete risk assessments and inability to provide documentation to show how they have addressed the concerns raised in an earlier 2009 GAO report regarding the susceptibility of the technology to terrorist tactics. Passengers in the UK must now accept a major breach of their privacy and a certain increase of health risks in exchange for an uncertain reduction of the risk of a terrorist action. Even in the USA scanners are optional. Passengers who refuse them will receive an equal level of screening, including a physical pat-down. The TSA says that over 98% of passengers who encounter a scanner during pilots prefer it over other screening options. Airline Passenger Guru’s current poll suggests that a minority wants to make a body scan mandatory.
